Labor participation of newcomers will increase by 20% in 2025

In 2025, the labor participation of newcomers such as asylum seekers, status holders and Ukrainian refugees will increase by no less than 20%, according to recent research by ABN AMRO. While this number was around 88,000 at the end of 2024, an increase to approximately 105,000 workers is expected in 2025.

🔎 What drives this growth?

  1. Flexible contracts and practical entry opportunities through the temporary employment sector make it easier for employers to quickly onboard new talent.

  2. Changes in legislation have a clear effect:

    • Ukrainian refugees with temporary protection status will be allowed to work almost immediately; by the end of 2024, approximately 55,000 were already working, and this will rise to around 65,000 in 2025 (+18%)

    • The abolition of the 24-week requirement led to a tripling of working asylum seekers (from 2,500 to over 8,000), with another expected growth of 25% in 2025

    • For status holders, an expected increase of 5,500 participants (+22%) is expected thanks to the Integration Act 2021

🌱 The role of the flexible sector

Temporary employment agencies remain an important springboard. They offer:

  • Entry-level positions in sectors such as logistics, cleaning and hospitality.

  • Time and space for employers and newcomers to get to know each other through flexible contracts.

UWV figures show that more than half of Ukrainian refugees work full-time and that status holders are increasingly moving up to permanent positions or better-paid jobs.
