Introduction of the new Price-Quality System (PKS) for international flexible workers

We would like to inform you about the new Price-Quality System (PKS), which was developed to further improve the working and living conditions of international flex workers. This system, which came into effect on 1 January 2025, guarantees transparency and ensures a fair balance between costs and quality.

How does the PKS work?

The PKS is based on a points system, where scores are awarded based on various criteria:

  • Living space per person
  • Number of persons per room
  • Shared sanitary facilities
  • Safety, hygiene and sustainability
  • Location of the house

The score achieved determines the maximum rent that may be withheld from the salary of the international flex worker.

Important rules

  • The PKS value determines the maximum deduction from wages.
  • For employees who earn less than 140% of the statutory minimum wage (WML), a maximum of 25% of the WML may be withheld.
  • If the PKS value is lower than this 25%, the lower PKS value applies.
  • For employees who earn more than 140% of the WML, the maximum deduction is equal to the calculated PKS value.

What does the PKS mean for your organization?

The PKS brings benefits and responsibilities for hirers of foreign employees:

  • Transparency – The system provides insight into housing costs and prevents abuse.
  • Improved housing – Housing providers are encouraged to invest in better housing, which leads to higher PKS scores and higher permitted rent.
  • Impact on costs – The maximum deduction from the wages of international flex workers is limited to the PKS value. This may mean that the actual rental costs cannot be fully deducted, which may have consequences for the cost price.

Benefits for international flex workers

The PKS offers several advantages for international flex workers:

  • Better living conditions, which has a positive effect on well-being and health.
  • Protection against financial exploitation, because the maximum rental price is determined in advance.
  • Fair rental arrangements – If an international flex worker is temporarily absent from the assigned accommodation, for example during a visit to the home country, double rent may not be charged during the same period by re-letting the home.
